Best Practices in Urban Development: Experiences from Southeast Asia

Southeast Asia is urbanising rapidly, with almost 250 million people (more than 40% of the region's total population) living in urban areas. By 2025, almost half of the region's total population will be urban. Never before in history have so many people lived in urban areas and have cities been so large. Urban areas thus need to be managed well, with positive developments promoted and negative ones mitigated. This is especially relevant in today's highly globalised economy. Urban development is influenced by a host of decisions and events from around the world, making urban management difficult.

The challenges arising from economic globalisation, decentralisation, privatisation and climate change mitigation and adaptation are largely uncharted territory for cities and towns in Southeast Asia. It is timely for Southeast Asian/ASEAN countries to share experiences on and review good practices in urban development. This would be a first step towards identifying the challenges and opportunities for more responsive policies on urban development in Southeast Asia.

In this one-day seminar, city practitioners from around the region will share best practices in building liveable and sustainable cities as well as dynamic urban governance and financing. This seminar is also held in conjunction with the launch of the book "Urbanisation in Southeast Asia: Issues and Impacts", jointly published by the Centre for Liveable Cities and the ASEAN Studies Centre, Institute of Southeast Asian Studies.

Charter Cities: Urbanization as Opportunity

Rapid urbanization offers an unprecedented chance to accelerate social reform by harnessing the power of start-ups. Some fraction of the world's new urban residents could move to a charter city-a large-scale reform zone established on an undeveloped site. There, new laws and norms can prevail from the start. Such cities could depend entirely on a domestic government (as in the case of Shenzhen) or could rely on cooperation with a foreign partner. They could offer huge benefits to their citizens and guide reform throughout the developing world.

Launch of Global Liveable Cities Index

This unique volume aims to provide a first comprehensive assessment on attributes, conditions and characters which constitute a liveable city. Five major environments were included in our study, namely on Economic Vibrancy and Competitiveness, Environment Sustainability and Friendliness, Domestic Security and Stability, Social Cultural Conditions and Political Governance. 64 global cities across major continents including European, Asian, Middle Eastern, North and South American cities were incorporated in the empirical studies for ranking and policy simulations. For 36 Asian cities, we also separately ranked and simulated as many of these are emerging third word cities which needed policy guidance most.

Managing a Disaster: Lessons from Japan

The tragedy of the earthquake and tsunami which hit the eastern part of Japan in March 2011 offers many lessons for cities managing disasters, be they natural or man-made. Among these is the need for a robust disaster information communication system which can be triggered off in the face of any unexpected situation. This is where accurate and timely information can be transmitted via reliable networks, and over a wide area, to various agencies to facilitate cooperation among rescue workers, government officials and citizens. This talk will draw lessons from the Fukushima incident and highlight and evaluate the strengths and limitations of info communication or smart technologies in helping cities prepare and recover from disasters.

Sword and Scabbard with Boar's Head (Scythian)

Gold Rush presents the rich history of Ukraine as told through a diverse display of historical treasures excavated from regions north of the Black Sea. On loan from the National Historical Museum of Ukraine and the Museum of Historical Treasures, this collection comprises 260 pieces of jewellery, weapons, coins, and household and religious artefacts. The significance of gold will be explored through the use of these items by nomadic groups like the ancient Scythians and the earliest settled Greek colonies, through to the golden age of Kievan Rus' and the decorative traditions of Ukraine – an illustrious history spanning the 8th century BCE to 19th century CE.

Accompanying the Ukrainian display is a showcase of gold from Southeast Asia and Singapore. Selected from the National Heritage Board collection, this set of 14th to 20th century jewellery illustrates gold as a symbol of wealth, status and power, and serves as an entry point to appreciating the development of goldsmithing and the flourishing of goldsmith shops in 20th century Singapore.

Emily of Emerald Hill : Drama and Identity in Singapore

Emily of Emerald Hill is a one-woman play that tells the tale of Emily Gan, from a young bride to a typically strong matriarch in the Peranakan enclave of Emerald Hill, in Singapore. The work has captured the imagination of theatregoers around the world, and given expression to Peranakan and Singaporean identity. It was written in 1982 by local playwright Stella Kon, drawing from her own Peranakan upbringing and family experiences. This exhibition will examine the creation and impact of this key work as well as its relevance in contemporary Singaporean culture.

The exhibition will begin with the genesis of Emily by looking at the personal and professional history of the playwright. The highlight of this section will be an installation of a stage-like gallery by Stella Kon, incorporating family objects and other works drawn from the collection of the Peranakan Museum. Emily of Emerald Hill has been performed by various actors and the exhibition will showcase these different interpretations through displays of original costumes, props, scripts, programmes, posters, photographs, and videos. The exhibition will also place this landmark play within the context of English and Peranakan theatre, or "Wayang Peranakan", in Singapore.

Panorama: Recent Art from Contemporary Asia

Contemporary art is often a dialogue with the social, economic and cultural issues of the present. The explosion of art produced in Asia since 2000 can thus be a window allowing us a view or vista into the epochal changes happening around us. Cultures melt into each other, while urbanisation has transformed once familiar landscapes beyond recognition. At the same time, local communities and localities have responded to these homogenising forces with re-assertions of local identity and distinctiveness. Debates and discussions are taking place in various localities across the globe, and at 'fiber-optic' speeds through the Internet which no longer allow us the possibility of living in isolated silos.

PANORAMA offers a wide lens to examine our world and chart some of the issues pervading contemporary art-making in Asia today - the negotiation over values, social and political change, escalating urbanisation and the subsequent pressures on nature. Drawn entirely from the contemporary art collection of the Singapore Art Museum, this first edition of PANORAMA features 24 artists from 8 Asian countries working in painting, sculpture, drawing, photography, video and installation.

Not Against Interpretation: Re-staging Jason Lim & Vincent Leow's A Flog of Birdies in the 21st Century

Not Against Interpretation is an experimental platform to nurture an appreciation for contemporary art. The projects created on this platform exploit the 'openness' of contemporary art, the fact that it can be interpreted in many ways, as an opportunity to engage with people from varied backgrounds.

The first artwork to be presented under this series is A Flog of Birdies by Singaporean artists Jason Lim and Vincent Leow. The work was an artistic collaboration between them as part of UTOPIA (United Together to Organise and Produce Interesting Art). UTOPIA was an artist-run space in Singapore in the early 1990s managed by the pair, together with a third artist, Yvonne Lee, as a platform to exhibit works by younger artists. A Flog of Birdies was first presented at the TheatreWorks Black Box in 1994, followed by 9th Indian Triennial of Contemporary Art in 1997 and at the Nokia Singapore Art Exhibition in 1999.

The Singapore Art Museum (SAM) invited our museum volunteers to give their interpretation of this iconic artwork. Make your way to SAM to see how these responses differ from those by SAM curators!

Smart building sensor systems – ultra accurate, low power and low cost

Energy efficient buildings in the future that can give individual occupier automated comfort control while continually optimizing a building's energy use will need more accurate and reliable multi-sensors for better control of systems in the building.

NXP Semiconductors is developing a roadmap of smart sensors manufactured in standard CMOS technology. These sensors enable a cost effective integration of multiple sensors on to one sensor system. The CMOS technology also enables additional functionality, such as wireless networking and authorization identification, to be efficiently build-in to the smart sensor node.

Our first product consists of a unique combination of ambient light, relative humidity and temperature sensors which offer the smallest footprint in the industry. The ultra low power consumption is suitable for battery operated or energy harvested applications. This type of smart sensor is ideal for light and climate control in buildings, plus for the continuous monitoring of a building's performance over time. By implementing additional sensing functions the smart sensor can be used for smoke detection, CO2 detection, UV & IR detection, plus proximity detection.

UP Singapore: How open data, urban prototyping and citizen engagement are making the Smart City smarter

Presented by Newton Circus (Singapore) and Re:imagine Group (San Francisco), this presentation tells the story of the 2012 "UP Singapore" Urban Prototyping festival. UP Singapore was an experiment, using ground-up innovation to improve our urban environments through the creative use of technology and data. UP Singapore provided a platform encouraging ground-up innovations using never before seen data provided by both the private and public sectors.

Engaged citizens, government and private business employees were able to work together to tackle important urban challenges. The best projects from our recent Urban Prototyping weekend (hackathon) will be on display. We will also take a closer look at and discuss the growing global movement around open-data and citizen-led, ground-up urban innovation. This inaugural event provides and exciting call to action for other cities around the world to join the global UP movement.
